Electronic document system in the activities of the countries of the European Union

The article is aimed at studying the peculiarities of the functioning of the electronic document management system in the practice of the European Union. The activity of government bodies and local self-government bodies in the direction of introduction of electronic document management system is analyzed. The research uses general scientific and special for jurisprudence methods of scientific cognition, namely: dialectical, comparative law, system, synthesis, analysis, extrapolation, interpretation, and generalization. The meaning and history of the system of electronic document management have been studied, namely the author ’s variation of the term «electronic document» from the 50s of the last century. The author ’s approach to the definition of the concept of electronic document management system, based on one’s own
understanding of this concept, from the standpoint of general theoretical analysis is formulated. The main requirements, purpose, organizational principles, subjects, main tasks and principles of the electronic document management system are studied. The main normative documents defining standard requirements for automated electronic document management systems in the countries of the European Union are determined. It is established that the electronic document management system provides the following functions: centralized document management; document lifecycle support; collective work on documents; ensuring confidentiality; document routing; integration with other systems; access control. The activity of a number of international organizations, which today deal with the development of international standards and
recommendations for procedures and rules of electronic document management, is analyzed. It is concluded that electronic document management should not completely displace the paper version of document management, and therefore these two forms of document management should coexist effectively and allow the free use of any of them, taking into account the expediency in specific living conditions.
