Strengthening of scientific and professional component of legislative activity of the Verkhovna Rada of Ukraine – time requirement

The article examines the issues of improving the scientific and professional component of the legislative activity of the Verkhovna Rada of Ukraine, as an important condition for the adoption of perfect legislation. Emphasis is placed on the lack of scientific methodology and justification of legislative activity, which by its nature and importance requires a scientific approach to all components of this activity, namely the need to take into account the proposed legislative initiatives of modern economic, social and natural sciences, scientifically substantiated legislative procedure for effective activity of state and public expert institutes. The issue of raising the professional level of middle-level lawmakers (ministries, state and national services, other central executive bodies) is covered. The needs of organizational and legal reform of the parliamentary subdivisions that provide informational, scientific and expert support to the legislative activity of the Verkhovna Rada of Ukraine are analyzed, in particular, the need for the establishment of the Parliamentary Research Service, the establishment of appropriate expert units in it, the formation of the necessary information library resources is substantiated. Proposals to improve the professional expertise of draft laws at various levels of drafting submitted to the Verkhovna Rada of Ukraine, including the departmental and governmental level (general legal expertise, gender and legal expertise, examination of draft laws on Ukraine's commitments in the field of European integration and the rights of the European Union the EU acquis, anti-corruption expertise and other types of expertise), and due consideration of their results in the consideration and adoption of laws.
