Improving local self-government in Ukraine through municipal reform: Lithuanian experience

In this issue main features and ways of development of local self-government in Lithuania are presented. Its key concepts are analyzed, such as structural and geographical organization of local authorities (self-government tiers), reformation timeline, legal basis, impact of the governmental policy and many others. Both positive and negative Lithuanian experience is used to form a set of propositions for this institution improvement in Ukraine in the context of upcoming governmental and municipal reforms. It is proved that our country is in timely and reasonably favorable position to build a new system of local self-government with the use of foreign experience based on the draft Concept of reformation of local self-government and territorial organization Ukraine.
