Structure, Organizational and Law Forms of Activity of Ukrainian Central Rada

The formation of the Central Rada is discussed as a revolutionary Parliament of Ukraine during the revolutionary events of 1917–1918. The development of organizational forms of activities of the Central Council – General Assembly later sessions, development of their competence in determination of subjects of conducting and powers, is examined. The development of the organization and activities of the Committee (Small happy) – the order of formation, composition, powers, and legislative activity, is analyzed. The role of support structures – the presidency, political parties, of technical apparatus, of the Central Rada, is discussed. Legislative activity of Central Rada is shown as the most important form of its work. The legislative procedure, the forms of legislative acts, the subjects of regulation is examined here.
