The relevance of the study is due to the significant increase in the number of internally displaced persons (IDPs) in Ukraine as a result of martial law, which creates new challenges for the administrative and legal regulation of their integration. Effective regulation of this process requires improving legal mechanisms, simplifying procedures for obtaining social services and developing digital public administration. The purpose of the study is to analyze the mechanisms of administrative and legal regulation of the processes of integration of internally displaced persons in Ukraine under martial law and digital public administration, identifying key problems and substantiating ways to overcome them under martial law. The methodological basis of the study includes a systematic analysis of legislative acts of Ukraine and international standards on the legal status of IDPs, as well as methods of comparative jurisprudence. As a result of the study, it was found that the modern system of administrative and legal regulation of IDPs integration has significant gaps, in particular the lack of a comprehensive integration strategy, insufficient coordination between authorities and limited housing programs. A special role in solving these problems is played by the digitalization of administrative procedures, which ensures the efficiency of the provision of public services, increases their accessibility and transparency. At the same time, digital solutions are accompanied by risks, in particular, the digital divide, cybersecurity and instability of information systems during peak loads. The practical significance of the study lies in identifying ways to improve the administrative and legal regulation of the integration of IDPs, including the development of digital infrastructure, expanding the functionality of electronic services, harmonizing legislation and strengthening interdepartmental cooperation. The conclusions obtained can be used to prepare regulatory legal acts aimed at ensuring the effective integration of IDPs into host communities.
