The article examines in detail the issues of improving the legal and regulatory framework for migration and law enforcement activities of public formations which play an important role in ensuring law and order, preventing and combating illegal migration, especially in the context of modern challenges, in particular, during martial law in Ukraine. The author proposes the author's own definition of the concepts of “public formations” and “migration and law enforcement activities of public formations”, and highlights their features, rights, responsibilities, and functional aspects of their activities. The author reveals the key components of migration and law enforcement activities and analyzes their regulatory framework. The author analyzes Ukrainian legislation, international legal acts and standards governing the activities of public organizations in the field of migration. The author identifies the main subjects of administrative and legal regulation of migration and provides examples of public organizations that are active participants in migration and law enforcement activities. Particular attention is paid to the activities of public formations under martial law, in particular, their participation in ensuring security, control over migration processes, and cooperation with state authorities. The study identified a number of problems that limit the effectiveness of legal regulation of migration and law enforcement activities of public organizations. The main challenges include inconsistency of legislative norms, lack of clarity in defining the rights and obligations of these groups, and weakness of coordination mechanisms with state structures. The author emphasizes the negative consequences of such problems, in particular, a decrease in the effectiveness of migration order and human rights protection. The article suggests areas for improvement, which include harmonization of national legislation with international standards, strengthening of cooperation between governmental bodies and public organizations, introduction of digital technologies into their activities, improvement of professional training procedures and development of new mechanisms of interaction. The author provides specific recommendations for improving the efficiency of migration and law enforcement activities of public organizations and overcoming the existing problems in this area. The author's conclusion contains practical proposals aimed at creating an effective system of legal regulation that takes into account current challenges, ensures respect for human rights and promotes effective management of migration processes
