In view of the reform of the penitentiary system of Ukraine, which has been ongoing since 2016, it is particularly relevant to study foreign penitentiary systems in order to identify the most effective penitentiary institutions for their further adoption into the national Ukrainian penitentiary system. The purpose of the work, which correlates with the tasks we set for ourselves, was to systematically outline the peculiarities of the functioning of penal institutions and the peculiarities of serving sentences in England and Wales. We fulfilled our tasks using the methods of system analysis, statistical data analysis, synthesis and deduction. We also used a special comparative legal method (normative comparison). The practical value of the work lies in the fact that the author has synthesized a list of features of serving sentences in penitentiary institutions in England and Wales, considering all the factors outlined, which show the effectiveness of the synergy of the English and Welsh penitentiary. As a result, the author did a systematic classification of British penitentiary institutions depending on the place, severity and recurrence of the crime, the mental state of the prisoner, etc. The author has made a comprehensive analysis of the statistical data on the number of prisoners in England and Wales and the gender distribution of criminals. The author illustrates and comments on the statistics of the number of offenders under the supervision of His Majesty’s Probation Service, and shows the impact of the COVID-19 pandemic on various areas of penal institutions of England and Wales.
