The article examines the process of transformation of online portals of public e-government services under the conditions of martial law in Ukraine. The process of development of digital technologies in Ukraine was studied, which is not only an opportunity to implement real changes, in particular, the introduction of information and communication technologies to meet the needs of citizens, but also a new challenge for the development and formation of the legal system at the current stage, which requires a comprehensive theoretical study and justification It has been established that at present one of the most important directions of Ukraine's development is its digitization through the introduction of digital information and communication technologies, in particular in such areas as: functioning; development; software. It was established that the development of digital technologies of the e-government system in Ukraine was preceded by significant organizational, methodical and legal work, which was aimed at studying international experience and adapting the domestic information system to European standards of e-government and developing the appropriate legal framework. The most popular, significant and successful e-government services and tools for the implementation of public administration in the conditions of martial law in Ukraine were studied, such as: 1. Online portal of public services "Diya"; 2) Online portal of state services "E-help"; 3) Humanrights intergovernmental web platform; 4) United24 online platform; 5. Electronic health care system eHealth. It was concluded that in the conditions of martial law and war on the territory of Ukraine, the proper functioning of the investigated online portals of public e-government services is difficult to overestimate, however, it should be remembered that the rapid growth of digital information and its increasing importance carries risks, potentially creating conditions for leakage, loss, distortion, forgery, destruction, copying and blocking of information and, as a result, will lead to damage.
