The article examines and characterizes the issue of ensuring public order, which is important for any state for one simple reason – if there is no law and order, then the state itself disappears as an organization of society. That is why these questions have always been relevant and scientists and practitioners have always paid close attention to them. The analyzed reform of the law enforcement agencies of Ukraine, which was initiated before the beginning of the Russian aggression, was aimed at establishing a close interaction of the police with the institutions of civil society that are being formed in the country, and citizens in order to ensure law and order. The police, while carrying out their activities, must ensure public trust in themselves and the support of citizens. Only if there is trust and support from public institutions for the activities of law enforcement agencies, it is possible to talk about a partnership between these entities, which is aimed at preventing, stopping criminal offenses and ensuring law and order. After the full-scale invasion of the armed forces of the Russian Federation on the territory of Ukraine, a significant number of additional duties were added to the peacetime police functions, such as the investigation of Russian war crimes, looting, state defense, assistance to refugees, participation in evacuation, etc. In the first days of the war, a large number of citizens left the cities and villages - this led to collapses on the roads, but the police ensured road traffic safety in every possible way, thousands of policemen took care of public order protection, safety of facilities, escorted cargo and other tasks performed by the police until now. The factors that confirm the need to ensure trust in the police on the part of society have been specified, the author of the article presents priority directions aimed at increasing the level of public trust in the police, which should be implemented by joint efforts, as well as with the involvement of the mass media, regardless of the legal regime, in which the police operate.
