The article is devoted to the study of the issue of improving the principles of combating terrorist activities in order to counteract sabotage manifestations and threats, as well as the peculiarities of the correlation between such criminal offences as terrorist act and sabotage. The issue of improving the principles of combating terrorist activities is extremely relevant in the context of the large-scale armed aggression of the Russian Federation against Ukraine, given the systematic commission by the enemy of extremely dangerous terrorist acts and sabotage. The purpose of the study is to determine, on the basis of a comprehensive analysis of legislation and its application practice, the specifics of the correlation between terrorist act and sabotage, as well as the effectiveness of countering sabotage manifestations and threats using the national counter-terrorism system and possible ways of legislative regulation of this issue. The study was carried out using general scientific and special legal methods, among which the most important are the general dialectical, structural, comparative legal, and generalisation methods, and the author also applied a comprehensive (systemic) approach, institutional and functional approach, hermeneutical approach, axiological approach, and anthropological approach. Analysing the national legislation in the field of counter-terrorism, the author finds that Ukraine has the necessary legal framework and conditions to ensure successful counter-terrorism. However, the national counter-terrorism system lacks a procedure for countering sabotage. Thus, the issue of countering sabotage manifestations and threats using the national counter-terrorism system remains unregulated by law. The conceptual framework for counter-terrorism in Ukraine needs to be urgently updated in view of the fundamental changes in the security environment and the transformation of the nature of the terrorist threat to our country.
