The article carries out a comprehensive study of the features of improving traffic rules, as well as the essence, legal nature and functional purpose of the informational and legal mechanism of overall and weight control (GVK) from the standpoint of administrative law. It is determined that the specified mechanism is a systemic category that combines legal norms, administrative procedures, technical means of collecting and processing information, as well as institutional principles of the functioning of public authorities in the field of ensuring transport safety. The features of the formation and implementation of information relations within the administrative and legal field of implementing GVK are outlined, where public interest, digital transformation of management procedures and guarantees of the rights of participants in the transport process are of key importance. The author's definition of the concept of information and legal mechanisms of GVK is given. Special attention is paid to the isolation of the main principles and functions of the information and legal mechanism, which determine its content orientation, systematicity and ability to respond to modern challenges in the field of road transport. Based on a retrospective analysis of the regulatory framework, its evolution and current state were investigated, and the fragmentation and contradictions of regulatory approaches were revealed, in particular in the context of automated data collection and the legal significance of digital evidence. The national experience of law enforcement in the field of GVK was analyzed, and the main problems of regulatory regulation were characterized, including the legal uncertainty of the status of WIM systems, the lack of a clear mechanism for certifying technical means of control, and weak integration of information systems of various public administration bodies. The article substantiates the feasibility of implementing the best practices of foreign countries, in particular the EU, regarding the legal regulation of remote control procedures, digital recording of offenses, legal protection of carriers, and personal data protection. Author's proposals for improving the information and legal mechanism of the GVK in Ukraine are formulated, which include the development of a special law, the unification of the conceptual apparatus, the modernization of administrative procedures, the development of e-government in the field of transport control and ensuring legal certainty in the field of digital evidence base.
