The article deals with a number of organizational and legal aspects of the strategic development of integrated State border management in Ukraine. It is established that since 2010, Ukraine has made significant progress in implementing the European practice of integrated state border management. At the present stage, it is necessary to fully complete the joint verification of Ukrainian legislation with European partners in the context of its compliance with the EU norms and to complete the creation of the necessary institutional capacities of the subjects of integrated management of the State border of Ukraine. The Strategy of Integrated State Border Management of Ukraine should take into account a number of basic principles, such as: the primacy of security and the rule of law; balance of interests of a person (as the highest social value), society and the state; a systematic approach that involves the allocation of a set of subsystems, elements, direct and feedback links between them in border management; and the methodology of the concept of acceptable risk. Strategic prospects for the development of integrated state border management in Ukraine include ensuring security against military and terrorist threats from the Russian Federation and the Republic of Belarus, implementing the Schengen acquis into national legislation, joining the EU information databases, creating a system for processing preliminary personal registration data (PNR/API), adapting national control systems to the European ones, preventing corruption, bringing border and customs infrastructure and their technical equipment to the EU standards.
