Forming the Legal Basis for the Digitalization of the Activities of the Prosecutor's Office and Law Enforcement Agencies of Ukraine in the Context of Administrative Law

The article provides a comprehensive chronological and regulatory analysis of the digitization process of the prosecution and law enforcement agencies of Ukraine for the period from 1998 to 2025. The study is based on an examination of the evolution of legal regulation and institutional changes, which made it possible to identify five key stages of transformation. From laying the foundations for state informatization through laws on the National Informatization Program and electronic documents, the formation of interdepartmental digital registries (in particular, the Unified Register of Pre-trial Investigations), to the creation of modern integrated systems such as Unity Base in the prosecutor's office and iCase in anti-corruption agencies. Particular attention is paid to the impact of digitalization on the administrative and legal status of law enforcement agencies. It has been proven that the legal formalization of electronic tools was not only technical but also deeply institutional in nature, transforming the prosecutor's office and other agencies into full-fledged subjects of electronic administration. This contributed to the strengthening of interagency coordination, the establishment of new procedures for control, accountability, and access to public information, as well as the formation of new standards of professional activity. The development of sectoral systems of the Ministry of Internal Affairs, including the creation of a Unified Information Support System (UISS OVS), as well as the latest government initiatives for the period 2020-2025, such as integration with the “Dія” portal and the introduction of artificial intelligence into analytical work, are analyzed. The issues of cybersecurity and data protection in the context of European integration requirements are considered separately. The paper reveals the interconnection between technological innovations, administrative and legal changes, and social challenges, particularly in the context of martial law. It emphasizes the strategic importance of digitalization for documenting war crimes, ensuring national security, and rebuilding the country. The article provides a basis for researching the administrative and legal aspects of the digitization of public authorities in Ukraine and can be used for further research and practical improvement of law enforcement activities.
