Sustainable development of territorial communities in the context of public administration of the fuel and energy complex of Ukraine: information, legal and anti-corruption principles

Abstract

The article carries out a comprehensive administrative and legal study of the sustainable development of territorial communities in the context of public administration of the fuel and energy complex of Ukraine with an emphasis on informational and legal and anti-corruption principles. It is substantiated that the sustainable development of territorial communities in the public and legal dimension arises as a result of coordinated management activities of public authorities aimed at ensuring the viability of territories, the stability of the functioning of critical infrastructure and the implementation of the public interest in the conditions of modern challenges, in particular martial law. The fuel and energy complex is considered as a system-forming object of public administration, the effectiveness of management of which directly affects the social stability and capacity of territorial communities. The competence nature of the powers of local government bodies in the energy sector is analyzed, the importance of public administration principles for ensuring the sustainability of management decisions is revealed, and the informational and legal principles of public administration in the fuel and energy complex are also investigated. Particular attention is paid to the role of energy information as a management resource, the problems of publicity and access to information, the functioning of information systems and registers, digital administrative procedures and legal aspects of information security at the local level. A separate block of the study is devoted to the anti-corruption principles of public administration of the fuel and energy complex at the level of territorial communities. Key corruption risks in local energy governance are identified, anti-corruption instruments, integrity and compliance mechanisms, forms of public control and legal liability for corruption and related information offenses are analyzed. Based on the results of the generalization of theoretical provisions and practice of Ukraine, it is concluded that information-legal and anti-corruption principles in the field of public administration of the fuel and energy complex are interconnected and systemic in nature, and their integration is a necessary condition for ensuring the sustainable development of territorial communities and increasing the efficiency of public administration in the energy sector.
