The purpose of this work is to study the most important component of the revival of Ukrainian statehood in 1917-1920. The article highlights the problematic aspects of the protection of basic rights and freedoms of man and citizen, reflected in the legislative acts of the time of the Ukrainian People's Republic, the Hetmanate of P. Skoropadskyi, the Directory and the West Ukrainian People's Republic. So far, this topic has been briefly covered in the context of the history of the formation and activity of the Ukrainian Central Council and Directory. The reflection in their legislative acts of the basic rights and freedoms of man and citizen, socio-political aspects of their implementation and protection are considered. Democratic freedoms were confirmed and proclaimed in the Universals of the Central Rada, appeals and normative acts of the government - the General Secretariat. The rights of Ukrainian citizens were clearly defined and set forth in the Constitution of the Ukrainian People's Republic (the Charter on the State System, Rights and Freedoms of the Ukrainian People's Republic). To achieve the goal, the article uses a system of methods of scientific knowledge, in particular, general scientific and special legal methods. The practical value of the research lies in highlighting the humanistic content of national state-building during its revival at the beginning of the 20th century. The conclusions drawn can be used in research on the history of national state formation, in the practice of modern law-making. When conducting the research, it was also taken into account that the basic rights and freedoms of a person and a citizen are a traditionally meaningful component of the history of Ukraine, in particular, the normative acts of state administration bodies from the time of the Ukrainian People's Liberation War of 1648-1654.
